Separating Valuation Review from Physical De-Installation

A critical operational rule when managing installed surplus is that valuation appraisal must precede physical removal. Never instruct plant maintenance crews, riggers, or demolition contractors to cut or unbolt valves from piping systems before establishing that a commercial secondary market exists for the equipment.

Torching pipe spools or dropping heavy valves to the concrete floor can instantly destroy thousands of dollars in resale value by warping flange necks, bending stems, and cracking brittle cast-iron components. Furthermore, removing valves that have no secondary market value leaves the facility with heavy scrap handling costs.

Facility Safety: Lockout/Tagout (LOTO) & Energy Isolation

Under no circumstances should any personnel photograph, inspect, or manipulate an installed valve without verifying that the associated piping system has been formally isolated under the facility's Lockout/Tagout (LOTO) and Control of Hazardous Energy procedures.

Valves must be fully depressurized, isolated from upstream and downstream pressure sources via double-block-and-bleed configurations or certified blind flanges, and cooled to ambient temperature before close-up inspection. Atmospheric testing must confirm that no toxic or flammable gases are present in the work area.

Personnel capturing nameplate photographs must wear all mandatory facility Personal Protective Equipment (PPE), including hard hats, safety glasses with side shields, flame-resistant clothing (FRC), steel-toed boots, and H2S personal monitors where applicable.

Chemical Decontamination & Environmental Clearance

Valves removed from chemical, refining, pulp bleaching, or toxic utility service must be thoroughly neutral-flushed, steam-cleaned, or decontaminated in accordance with plant environmental compliance standards.

Before surplus equipment can be loaded onto commercial transport or received at a secondary warehouse facility, the seller must issue a formal Decontamination and Environmental Clearance Certificate. This document certifies that internal cavities have been drained of hazardous residues and that the equipment is safe for transport under US Department of Transportation (DOT) regulations.

If a valve cannot be fully decontaminated due to internal process trapping, the seller must disclose the exact chemical exposure so specialized hazardous-material handling protocols can be evaluated.

Safe Removal & Rigging Best Practices

When unbolting flanged valves, use proper rigging straps choked around the body bowl—never wrap rigging chains or wire rope slings around actuator casings, handwheels, or positioner air tubing. Use guide ropes to prevent heavy valves from swinging into adjacent pipe racks or structural steel.

For welded-end valves (socket-weld or butt-weld designs), cut the pipe spools with cold-cutting machines or mechanical band saws at least 6 to 12 inches away from the valve weld prep. Never use an oxy-acetylene torch directly on the valve body, as localized heat input can distort the valve seat rings and destroy internal elastomer seals.

Immediately after unbolting, install heavy plastic or plywood flange protectors over all open ports to prevent atmospheric contamination of internal components.

Legal Ownership, Liens & Authority to Sell

Installed plant equipment is frequently subject to commercial mortgages, equipment leasing liens, or corporate disposition covenants. The individual submitting the surplus inventory must possess documented legal authority from the corporate entity or plant ownership to sell capital assets.

For plant closures or bankruptcy liquidations, provide clear title documentation, asset release forms, and confirmation that no tax liens or third-party leasing claims attach to the specific valve serial numbers.
